Gabriel Boric graduated with a law degree from the Universidad de Chile. He is a politician from the Convergencia Social party. He served as a member of Congress between 2014 and 2022, representing the district of the Magallanes and Chilean Antarctica Region.

He was proclaimed President of the Republic of Chile in 2022, becoming the youngest president and the leader to have won most votes in the country’s history.

Chief Economist for the Latin America and the Caribbean region in the World Bank Group.

William F. Maloney received his BA from Harvard University and his PhD in economics from the University of California Berkeley. Prior to his current role, he was Chief Economist for Equitable Growth, Finance and Institutions, and Trade and Competitiveness; he was also Global Lead on Innovation and Productivity.

The Economist as well as in press throughout Latin America and Asia. According to Research Papers in Economics (RePec), Maloney is ranked among the top 10% of economists worldwide, based on publications and scholarly citations.

Rebeca Grynspan

Secretary-General of UNCTAD

Ms. Grynspan, the first woman to serve as UNCTAD’s Secretary-General. Prior to her UNCTAD appointment, she was the Ibero-American secretary-general. Also there she was the first woman to lead the organization.

She’s also a former under secretary-general of the UN and associate administrator of the UN Development Programme (UNDP), and a former regional director for Latin America and the Caribbean for the organization. Prior to joining the UN, she served as vice president of Costa Rica from 1994 to 1998. She was also minister of housing, minister coordinator of economic and social affairs and deputy finance minister.

Mario Marcel holds a business management degree from the Universidad de Chile and an M.Phil. in Economics from the University of Cambridge, United Kingdom. In 2015, he became a member of the Board of Governors at the Banco Central de Chile and in 2016 he was elected president.

He was previously senior director of Governance Global Practice at the World Bank, deputy director of Governance and Territorial Development at the OECD, and manager of Institutional Capacity and Finance at the Inter-American Development Bank (IADB). Aurora Williams Baussa holds a Degree in Business Administration from Universidad Católica del Norte. She also holds a Master’s in Business Administration and Management from Universitat de Lleida in Spain.

She has more than 30 years of experience in senior executive positions in various companies in northern Chile, in particular in Antofagasta, her hometown.

In 2014, she was appointed as Minister of Mining during the second administration of President Michelle Bachelet.

Jessica López Saffie

Minister of Public Works

Jessica López Saffie holds a Degree in Business Administration and Economics from Universidad de Chile. She served as president of Chilean state-owned bank Banco Estado, executive president of the National Association of Sanitation Services Companies, and acting director on the board of Banco Itaú CorpBanca.

She has 40 years of experience in executive and senior management positions. She has worked as a counselor at Comunidad Mujer, a consultant, and an executive coach. She is also a board member of Fundación Foro Educativo and TIGRA.

Diego Pardow

Diego Pardow Lorenzo holds a Degree in Law from Universidad de Chile, and a Master’s and PhD in Law from the University of California, Berkeley.

He has been a professor at the Universidad de Chile Law School. Until his appointment as Minister of Energy, he served as the head of the Presidency Monitoring Unit in the Government of President Gabriel Boric Font. He was also the executive president of think tank Espacio Público between October 2019 and June 2021.

Aisén Etcheverry Escudero holds a Degree in Law from Universidad de Chile and a Master’s in Law from the University of San Francisco School of Law. Over the last 15 years, she has coordinated and led public and private teams and projects at the national and international level in areas related to science, technology, and innovation.

She was director of Chile’s National Research and Development Agency (ANID), head of the Ministry General Secretariat of the Presidency’s Inter-Ministerial Coordination Division (DCI), and director of the National Council of Science, Technology, Knowledge, and Innovation for Development (CTCI).

Mr. Benavente has an undergraduate degree in civil industrial engineering and a doctorate in economics from Oxford University. He is an expert in science, innovation and entrepreneurship.

Before joining CORFO, he was a Lead Specialist at the Competitiveness, Technology, and Innovation Division of the Inter-American Development Bank (IDB). Mr. Benavente was also Vice President of Chile’s National Innovation Council and a professor in the Economics Department at Universidad de Chile and the Business School at the Universidad Adolfo Ibáñez.

Mr. Mlynarz studied geology at the Universidad de Chile and has over 18 years of mining sector experience. After beginning his career exploring new mineral deposits, he worked as a contractor in the Salvador, Radomiro Tomic and Chuquicamata mines.

He was one of the founders of Anglo American’s Supervisors Union and Vice President of the Federation of Private Mining supervisors’ Unions, FESUMIN.

Jaime Oviedo is a Computer Civil Engineer from the University of Concepción and holds a Master’s degree in Software Engineering from Carnegie Mellon University, United States. He heads the operations in Chile for SoftServe, a global company specializing in software development and IT consulting, founded in Ukraine 30 years ago and present in the country since 2022. Last year, the company inaugurated its generative artificial intelligence laboratory in the country, expanding its offerings in AI and machine learning capabilities.

Alan Meyer, an Industrial Civil Engineer from the University of Chile, has a vast background and recognition in developing digital businesses in the country. For the past decade, he has been an executive at the Latin American e-commerce giant MercadoLibre in Chile, and since 2022, he has been leading the company’s offices in Chile, Peru, and Ecuador.

Over the last three years, the company’s operation in Chile has increased tenfold, with 100 million monthly visits, an offering of 35 million products, and one million shipments per week. In 2024, the company announced an unprecedented investment of US$450 million in Chile and a 30% increase in direct jobs in Latin America.

Edgardo Frías serves as the General Manager of Google in Chile since May 2017, and Google in Peru since April 2020. Previously, he led the Agency team at Google Mexico and served as the leader of programmatic platforms for Hispanic America. Before joining Google, he was the CEO of MediaCom Mexico and held senior management positions at Starcom Mexico for 7 years. He also held positions at Starcom Peru and OMD in Spain.

He holds a Bachelor’s degree in Communications from the Iberoamerican University of Mexico and a Master’s degree in Marketing from the Complutense University of Madrid, Spain.

Marco Antonio Mancilla Ayancán, a Civil Industrial Engineer from Federico Santa María Technical University, has 25 years of experience at the National Energy Commission (CNE), where he previously served as Head of the Hydrocarbons Department. He is also a licensed physicist.

The CNE is a public, technical, and decentralized organization whose mission is to create conditions for safe, sustainable, diversified, and efficiently priced development of national energy markets, through the generation of proposals to the Ministry of Energy.

Ana Lía Rojas is an Economist, holding a Bachelor’s degree in Economics and Administration from the Pontifical Catholic University of Chile. With over 20 years of experience in the energy sector, she previously served as Chief of Staff at the National Energy Commission and Chief of Staff at the Ministry of National Defense. Subsequently, she held positions as General Manager of Enhol Chile Group, Sales Leader at Gamesa Corporación Tecnológica, and Leader of New Business Development at Saesa Group.

The Renewable Energy and Storage Association (ACERA) was founded in 2003 and currently represents around 150 members including developers, generators, and national and foreign suppliers across the entire value chain of the renewable energy industry.

Daniel Álvarez is a lawyer and technology specialist with over 23 years of experience. He holds a Doctorate in Law, a Master’s degree in Public Law, and a Bachelor’s degree in Legal and Social Sciences from the University of Chile. He led the last two processes of drafting and approval of the National Cybersecurity Policy and the State of Chile Cyberdefense Policy.

Máximo Pacheco is a Commercial Engineer from the University of Chile and has held executive and managerial positions in significant companies in Chile and abroad. He served as Minister of Energy between 2014 and 2016, during the second government of Michelle Bachelet, and was a member of the board of Television Nacional de Chile (TVN) between 2018 and 2019.

Codelco is a state-owned company in Chile. It leads global copper production and drives the country’s development. Its reserves represent 6% of the global copper reserves.

Juan Manuel Sánchez is an architect from the Universidad Central de Chile and holds a master’s degree in Urban Management and City Design from the University of Wales (Domus Academy, Milano). He has a vast experience in both the public and private sectors.

Between 2014 and 2015, he served as National Director of Planning at the Ministry of Public Works, subsequently assuming the position of Director General of Public Works. Previously, he worked in urban reconstruction coordination at the Ministry of Housing and Urbanism and served as Deputy Director of Ciudad Parque Bicentenario.

The Public-Private Partnership Infrastructure Plan 2024-2028 encompasses a portfolio of 43 bids, involving an estimated investment of US$ 17.6 billion.

Luis Felipe Elton

Head of the Development and Project Bidding Division at DGC

Luis Felipe Elton is an Industrial Civil Engineer from the Pontifical Catholic University of Chile and holds an MBA from the University of Birmingham, UK. He has a vast experience in both the public and private sectors. In the public sector, before joining DGC, he excelled as an advisor to the Presidency for the infrastructure project portfolio “Legado Bicentenario” and as Deputy Director of Rural Drinking Water at the Directorate of Hydraulic Works of Public Works.

In the private sector, he served as a commercial manager at the consulting firm SKM-IRH, as a project engineer, and as an executive in renowned national construction and service companies in the mining sector.
